Hi, Ashleigh - found the below information at http://www.csupomona.edu/~tassi/thief.htm … and believe I saw somewhere that this fell within the 3rd grade reading level…

    Synopsis:
Yahichi, owner of a rice store, notices that each night more and more of his rice is disappearing. He complains to the great magistrate, Ooka, who sets out to find the culprit. Ooka finds the thief (Gonta) but also discovers the reason for the theft. Ooka tests Gonta to see if he is honest or dishonest.

    Theme:
    Honesty and Compassion

They have a few other free items on the site as well. Just search the phrase “free materials”, and you will find a short list of available titles.
