How it Works:

2.) Create the cut you want, and click “Buy.”
3.) During Checkout, if you are a Sprint or AT&T Wireless customer with a supported handset, a discount will be automatically applied to reduce the price from $2.99 to $0.00. Standard rates/messaging charges apply.
4.) The ringtone will be sent to your phone when you click “Buy” to complete the selection of the complimentary ringtone.
I went through the steps, and have a supported handset. They did not apply a discount, so I did not go through with it.

Yes I did the same and they did not apply the discount to the song I chose in there giveaway section

For those of you who experienced difficulty in applying the discount, did you enter the pin and then go to the next page? Once you register your phone, the screen will display a “$2.99 per ringtone” message. Once the pin is entered, though, the payment screen will display with the “RINGTONE_GIVEAWAY” discount applied.
I have entered my pin.
I still get this:
Cost $2.99
Discount -$0.00
Total $2.99
